1. Press the Windows key and type "Language". Open the Language Settings Dialog box. You can also open the settings menu -> Time & Language -> Language.

2. Select 'Language & Region.
3. Find the Language where you'll add your keyboard, then click the three dots on the right:
4. Click "Add a keyboard" and select the keyboard you'd like to add from the list:

Now you've enabled the keyboard layout that you wanted. To switch between layouts, you can use the keyboard shortcut Win + Spacebar or Ctrl + left shift. You can also click on the language picker in the right corner of the taskbar.
